I lived and worked in the old Soviet Union from 1978 to 1980 and saw this happen on multiple occasions. In fact this looks like Moscow except that the workers usually wore dirty Brown instead of this color.

Asphalt is incredibly hot, the snow would melt as it's being put on. Something over 120 degrees Fahrenheit.
